I just hooked up a 24" led monitor to my laptop so i can see what im doing better when working on graphics and code, but the white is so bright that its melting my eyes out. Does anyone have any advice on darker windows 7 themes? I spent a while looking but only found dodgy things that didnt even work.

f.lux or turn down the brightness down. I'm pretty sure your new monitor should have a button that would have some presets already made.

I manually set the taskbar and titlebars and stuff to black, just do "personalize" and pick black. For eclipse I use that one dark theme that's popular, there are a lot of them. Also wallpaper should be dark too

I get the impressing that people don't set up their monitor color settings these days.

Well If I see an image or game or movie the colors should be as the creator wanted them to be, no manipulations.

Thats I wouldnt use f.lux; plus I dont get the point anyway.

Changing color schemes and themes doesn't correct anything if your white point is off.  Choose a pleasing & eye friendly color is a separate issue.
