my game will work, my game will work!

We have been asked by our IS management to submit our ideas for how submitted projects should be weighted/scored in order to give them a final score in order to prioritize them.
They have one now, but are revising it.  My first thoughts were:
Value Added - does the application produce results that improve the bottom line?
Productivity - will the application improve productivity?
Viability - Can this be developed in our existing environment(software/hardware)?  Is submitter providing budget? Note: we have stopped using 3rd party resources.
Size of Audience - are we building for a few users or a large group/department?
Nod - does this have executive backing, to what degree?

As a group of developers at all levels here at JGO...I would love to hear your thoughts on this.
