Yeah I thought about making something with an idea I have but found the elements uncompatible with it without whoring the game.

I'll probably keep it for the 4k contest

Not quite understanding Rule 17. about the 3rd party installers being licensed, we can use Webstart right?

Yes.  But they will have Java locally installed on the machine and will expect you to submit all materials related to the game.  So you are better off make it an executable jar.
