Why does lwjgl not use jogl / joal?

Because LWJGL was created before jogl / joal.

LWJGL has other goals than jogl. LWJGL is specificly designed for games. jogl is a general purpose opengl binding.

Although it would appear to be just fine for any other application too.

Basically LWJGL has a completely different API style and that style is preferred by many people.
