Maybe building a small delay between registering and allowing first post would prevent this sort of problem.

Another thing I have seen is requiring 10 posts or a day before a user can start a new thread. Won't stop a determined troll but can slow them down at least.

I don't think that's a good idea. Many people register after lurking a lot just to ask a question, and that'd lock all those people out. I just don't think it's worth it.

You can't blame them. The topic made zero sense even in its original context before it got split from the original topic.
