Is "the numbers seem so off-base" a clue that these are base-something numbers or are not base-something numbers?

Also, are you given any other clues than 4 rows of 10 numbers?

Well, solving puzzles and making puzzles are pretty different. Is a game reviewer/expert good at making games? =S
Well, he posts a new puzzle / crossword / whatever every week or so and they're usually solved within an hour. Granted, I work at a brain training company so there are a ton of PHDs and other intellectuals here who are genius at all this stuff themselves.

Me, I just code games.
