I used scarab on a few projects.  a bit complicated for what I really wanted it for.  and struggled to get my development team using it.  after I screwed up the last upgrade of scarab (even after following the instructions), I gave up on it and started using AntHill (a php based bug tracker) -- which is mind bogglingly simple (and thus much easier to get my developers using).
