Cyips is a terminal application that allows you to patch anything with a IPS format patch. IPS format is documented here: http://zerosoft.zophar.net/ips.php
It's mainly used for ROM hacks, but you can patch anything using this format with my app.

It's on source forge here: http://sourceforge.net/projects/cyipsapp/
