Wikipedia already uses applets in a few places (the most obvious being for ogg playback). This seems to be more about adding 'proper' back-end support (ie. allowing source/resources/license to be stored on the wiki and compile the applet server-side). Currently actual applets end up being stored on user's pages at the moment which is obviously somewhat fragile.
