Incubation period is 24 - 48h, so it is rediculous to only deny access to planes to those that are already feeling ill.
But really, even in the first day (that the mexican goverment made it public) it was already too late.
Under 'normal' circumstances about 30% of the world population will get ill.

In the end, Blizzard had to cheat to save the world. There's the solution  I'm not sure if cheating on your wife is the cure but something to look at... No, not at all. But in the game Pandemic, where you play a virus/bacteria/parasite trying to wipe out the human race, the smaller island countries tended to close their ports immediately as soon as you started spreading game, making the game unwinnable. I'm glad NZ would survive against a virus/bacteria/parasite to wipe out the human race

Considering Europe was in shambles after the first world war in 1918, I don't think it's a very fair comparison.
