Where is webstart officially packaged?

I see web start 1.0.1 available seperately.

I see web start 1.2 packaged with the latest SDK.

Is it not available as a standard to the end user as yet? I mean it doesn't seem to come with the JRE? Or have I just missed it?

WS 1.2 is part of the JRE 1.4.2 and not available separately (AFAIK).
