from Jogl - User's Guide:

To reference JOGL within your application's JNLP file, simply place the following line in the <resources> section:
  <extension name="jogl" href="http://download.java.net/media/jogl/builds/archive/jsr-231-webstart-current/jogl.jnlp" />

Is it possible to do the same with JInput?

If you publish this jinput.jnlp ...

... and sign the jar files with a trusted certificate then everybody can simply insert the following line in the JNLP file:
1
<extension name="jinput" href="http://www.newdawnsoftware.com/resources/jinput/webstart/jinput.jnlp"/>

Unsigned applications can still run in the sandbox and the security warning dialog would not appear.

That would mean that we had to support a current, and maybe previous versions of jinput on the newdawn website. The webstartable demos there are just to show that it can be done, and may not even be the latest version of JInput.

We would also need to purchase a certificated signed by a trusted signer, and the total budget for JInput since I´ve been involved has been 0 <insert currency of choice>.

Thats the reasoning that we don´t.
