The last entry in the feature list for pure basic :- "Access to full OS API for advanced programmers"

When would an 'advanced programmer' be using Basic
A better description would be "Access to full OS API, ideal for when you discover you've chosen the wrong tool for the job"

Incidentally,

You can use .net 2.0 .. any judge who doesn't have it will be able to install it to test your game. As long as it works on a windows PC you can use pretty much anything.

So you don't need to worry about including a JRE in that 6mb.
