...but I searched google and all I got was a crappy old struts  1.0 message board that was so buggy it didn't even work with struts 1.0!

I couldn't find anything else written in Java.

I don't know for certain, but I'd be suprised if this board was written in Java. I'd say it's probably Php or Perl

Oh, there are lots of good BBs out there - YaBB, phpBB, UltimateBB...

And yeah, YaBB is written in Perl.

If this message board was done in PHP, the extension would be php, not cgi.  Generally, if you see a cgi extension, it's written in perl, and runs on unix/linux.
