Triominos

hey guys 
i have a project to make a triominos game and it`s a game just similar to dominos but every tail got 3 sides insted of 2 and here is a link to know more about it

the 2 thing that i need ur help guys in are :
1- What is the best data structure or method to handle the board elemnts of the game ( not that the game is 56 cards )
2- What is the best Ai method that i may use in such game
