The referenced function has a line:

This is the first time in the program that glShaderSourceARB is called, so I believe this is the problem.  Please help!

Have you looked at for example Pepijn's JOGL port of one of the Nehe GLSL demos ( Have you tried to trim down your shader program to narrow down the problem?
