Hey, I am making a 2d racing game, so far i have been able to get the car to go around just the plain black screen so know i want to make a track and make some more cars with AI to compete against. Is making a TileMap the best way to make a map considering i dont want it to be a side scroller i want the players to be able to see the whole screen

I am making a 2d racing game. I want it to be just a simple few tracks hopefully with the player progressing after he completes a track. I want the track just to be a simple applet(so you can see the whole track from the start of the race) can anyone recommend a good book or tutorial.
