As you can see, this type of aggressive tone only tells me that I'm a victim spam. The user who sent me this has registered on Feb 14 and has 0 post. Anybody has receive it as well? What can be done to stop it here?

There's a "report to moderator" link at the bottom-right of every PM. No use in this case though, as I have already clicked it, prompting Charlesj to act decisively.

I clicked on the link, AVG antivirus reports it as an "Exploit Rogue Scanner (type 1027)"

If you go to the site it seems scanning your system. Working on Ubuntu with dll files (did n't no I had dll on Linux).  Grin
Can download security_tool_setup.exe, but that is where I stopped with this game.  Cheesy

Maybe putting in place some sort of approval process for account creation would help avoiding spam? The issue is that I don't have a good idea for such an efficient process.

I'd say, to send a PM (and even post in a forum?), put in place a process that forces the user to type in the words or numbers that're displayed in an image.

It wasn't for nothing. Chris is the only one with access to this stuff and he's a very busy guy. It'll be there whenever it is. But at least now he has a point of reference to see what people would like in terms of spam control.
